Isn't that the symbol the mouse cursor transforms is you have switched from the default "move" mode to "Fire" mode? Personally and I think most players always stay in "move" mode and use Ctrl+click to fire, but you can switch over to "Fire" mode with a button....

All units that can do patrolling are the same, they use this fixed value to negate the partisans. Of course, smaller units that don't have much other use (like cavalry squadrons in Serbia'14) are ideal because you need your infantry for attacks. I know that the patrolling is a standard feature in WW1 titles, and the patrolling range is 2hex vs. 3hex for the partisans. I might be wrong but many blog posts ago they showed a PzC map and asked us to guess what major city it was, with the river and all in the picture it looked a lot like Vienna with the Danube.

I generally play the bigger campaign scenarios as PBEM and invariably save games are on. If my opponent wants to screw around reloading then it will make a marginal difference at most.
