It's under Replacements in the User Manual. Instead of recovery of losses, the player receives replacement points, which in turn is spent on replacements. It's like that so the player has a choice of where the replacement is assigned. It's more strategic that way.

I think I figured it out, isolated units that are defending surrender after a round of combat. Please correct me if I'm wrong.

Most units can't deploy skirmishers, and some of those that can, can only deploy 1, so in total you will probably only have a fraction on the board at one time. It's been so long, I've played every single scenario multiple times. Been waiting patiently for a new title for about 20 years. From what I've seen and gathered from the "rumor mill", a new title is in development and it looks real good. No idea of its setting though, nor of an ETA.
