Yes it seems most of the manuals although they show the dialogs to start network play do not have a section on Multi-player Dialog. The Civil War Battles and Squad Battles do cover the Multi-player Dialog for network player to some extent if you have any of those games. If you don't have those here ...

No, the detachments are not part of a regiment but are separate units in the OOB.
