Map Editting

I've been attempting to edit some features on the game map. Specifically, I want to run roads through towns and cities. I attempted to change the coding using notepad but I end up getting error messages. Can anyone point me in the right direction on this?

The maps are not editable by the end-user, sorry.

Though, basic editing functions are still possible, such as, you can copy sections of provided maps, copy whole maps, add text, add hex features such as mines, deploy units, create new scenarios, edit ptd files, and edit OOB files, but you can't create new hexes nor add terrain to maps. If you tried to copy one hex and add it to the map, you would end-up having a bunch of syntax errors, so don't try that either.
