If a friendly unit occupies a clear hex with a tank ditch on the northern hex side, and there are enemy to the north, NW/NE of the tank ditch - does the unit receive a cover bonus from the tank ditch?

No there is no 'cover' bonus. Anti-Tank Ditches
Depending on the scenario, there may be Anti-Tank Ditches deployed on the map. These have the same effect on movement as Canals do and are thus impassible to any unit that cannot cross a Canal. However, Anti-Tank Ditches may be bridged and destroyed by Engineer units as described in the section on Engineers.
Tank ditches are essentially dry canals and they have the same movement and combat values as canals.
Its also important to note that trenches that look superficillay similar are considered to 'fill' the hex, not the hexside. They are much larger complexes than a tank ditch.
