Cross campaign hypotheticals
Did I read the notes on three WW1 campaigns correctly in that with multiple games you can play hypotheticals? An example would be the Germans shifting to a Russia First plan by moving another army east and playing a holding action in the west.

Not sure I am fully understanding your question, but I'll take a shot at it. Yes there are hypothetical scenarios, for example in the East Prussia Title you can play scenarios where the Germans didn't send Ludendorf east or any reinforcements and see how that plays out, but that doesn't effect anything in France which is a separate title. If you're asking are the titles connected in anyway, the answer is they are connected only by a common rules set, but the games are not (at this time) linked in anyway for play-ability.

There is a campaign system. There are scenarios titled "Grand Campaign" which are designed to be PBEM and played in a variable order. They have strategic options that apply across the titles. There's a document in the game files that explains how the system works.

So, if I were to get the East Prussia and France 14 games, I would need to create a new scenario copying one the western armies into the Prussia OOB to be able play this out?

No, the games come with the scenarios to use already built. You and your opponent would simply choose, essentially, which to play. As noted, there is a file describing how it all works.
