In have a few Questions about Army and Division Commanders.
1. A Division Commander can rally a routed unit from a different Division?
2. An Army or División Commander can give the +1 moral Bonus to units in combat? The manual says that they can give the Bonus to rally routed units, but I dont know if they can do the same to units that are fighting (both fire or melee combat).

No, only within his own command structure.

So, they add nothing to units that do the moral check to see if they rout when they suffer casualties?

The Higher Levels are passing bonuses to the lower level commanders. The units check against their immediate superior for everything. Melee is the only exception, and that is when a leader is explicitly stacked with them.
