Why is there no OOB for Early American and Civil War games that can be manipulated like Panzer games?

They can be, there just isn't a GUI editor to do so. They are plain text files and can be changed, though if you do any significant changes they will break the scenarios the file is used in. Best practice is to save with a new name, make changes, then build a new scenario with the altered OOB file.
