If you make changes in the database editor in Panzer Battles, do the changes show up in a campaign or scenario?

For instance, if you change the movement of tank, will it be reflected in a game?

Short answer - yes.

Note that if you have the game open, you'll have to restart it (the full game, not just the scenario) before seeing the changes.
