How do you do 2 v 2 games? Is it the Internet filtered to look like all machines involved are local or an impartial referee that receives all moves?

The way I have been shown is Player1 from SideA completes their turn, DOES NOT press end turn, and sends the file to Player2 from SideA. Once they are done they hit end turn and send the file to Player1 from SideB, and so on.
