Broken units

While playing against the AI in FG85 I encountered a broken engineer unit that was clearing an obstacle. Something not right about that.

My understanding is broken is the worst possible condition for a unit, so how can an engineer perform one of it's basic functions while in that condition?

I think if it was clearing the obstacle when it broke that text stays on there but it isn't actually clearing.
